Enforcement of the 2021 Anti-Doping Rules of HKADC, HKADC Whereabouts Policy, 2021 Prohibited List and the New Version of TUE Application Form

To ensure Hong Kong’s Anti-Doping Rules are comply with the 2021 World Anti-Doping Code (the Code), the Anti-Doping Rules of the Hong Kong Anti-Doping Committee (HKADC) has been revised and approved by the World Anti-Doping Agency. The 2021 Anti-Doping Rules of HKADC (the Rules) have taken effect on 1 January 2021.

Remind all the athletes and athlete support personnel that according to the Strict Liability Principle, athletes are strictly liable for any substance found in their system, whether or not they intentionally or unintentionally used a prohibited substance. Therefore, athletes and athletes support personnel should familiarize themselves with the 2021 Prohibited List, check the status of all medications and substances against the Prohibited List before using them, and apply for a Therapeutic Use Exemption TUE) if required with a legitimate medical reason. HKADC has updated its Therapeutic Use Exemption (TUE) Application Form accordingly to comply with the 2021 International Standard for Therapeutic Use Exemptions (ISTUE). Athletes who need to apply for a TUE should submit the completed application form with detailed medical report to HKADC as soon as the need arises, or at least 30 days before the approval is required. In order to be in compliance with the 2021 World Anti-Doping Code and the International Standards, the current Whereabouts Policy (the Policy) of the Hong Kong Anti-Doping Committee (HKADC) has been revised. The newly revised Whereabouts Policy have taken effect on 1 January 2021.

important changes in the requirements of the revised Policy includes:

  • Whereabouts submission deadline has been changed to 15th of the month preceding the quarter. This means the deadlines for each quarter are 15 December, 15 March, 15 June, and 15 September;
  • An additional new requirement for Elite Training Pool (ETP) athletes is to provide the full address of the place where the athlete will be staying overnight for each day, i.e. the daily overnight residence.
  • Athletes providing training and competition schedules or schedule of other regular activities should include the detailed address and time at least 3 days per week between 6 a.m. and 11 p.m.
